I have made 100% tallow soap before, a few times. It was wonderful and very hard, lasting a long time.
You can use the goats milk too! I replace 1/3 of the liquid with goats milk and also add 2 teaspoons sugar per pound for more lather in all my soaps. Dissolve the sugar in the hot lye water...
That was about 8 years ago. I had those rebatched bars for a year, still great looking, smelling and working soap after a year. I eventually used them all, no problem with them.
I have only had DOS a couple of times and it wasn't rancid or bad smelling, just had the orange spots right away. It made good soap after rebatching. I think mine were caused by handling with bare hands as they looked like fingerprints. Using gloves at all times seemed to fix that problem. DOS...
I have seen posts from people online who do what you are suggesting. I have read that it can be done well so the hot soap is smooth. However, as said above, it takes a long time to get it that melted and I hate grating anything! I usually don't have the patience to wait for it to completely melt...

I have been using FOs from Mystic Moments - Amazon, which I believe is in china or HongKong. I like her FOs. They come in well sealed commercial bottles and well packaged. It doesn't seem to cause any reaction in the soap or my skin and the scents are very real and seem to last, so far at least...
That is discouraging. Sometimes these organizations are just not that organized and short staffed. They would probably like a donation of soap but didn't have anyone available to take phone messages or answer them. I would just take it and drop it off.
