I honestly don't know the "cheapest" place, because it matters what you're looking for.
You can find some really good places at www.fragranceoilfinder.com

Cheap fo is sometimes watered down fo.
You may want to look at 'garage sales' online at your favorite forums. You can pick up quality scentsfrom reputable suppliers sometimes as low as 50cents an oz.
You can pick-up lots of fos on ebay too when people close shop or just order too much.
When buying second hand oils I would ask the person first how old the scents are. I wouldn't buy them if they were over 6months old. many will change or lose strength in a years time.
