I'm going crazy trying to find an FO I've used before, but I can't remember where I got it. It has these notes: mandarin, cucumber, blackberry musk and creamy vanilla. It smells like it could have a light peppery note as well. I get mostly citrus, and it's sweet without being too sweet. Thanks!

Can't find anything using keywords in fragrance oil finder. But I did not add pepper in my search. A Google search with keyword ( not included pepper ), this pops out :
www.naturesgardencandles.com/blog/tag/cucumber-scents/
Cucumber wasabi cilantro
Top notes: Grapefruit, lime
Mid notes: Cucumber, guava, passionfruit
Base notes: Wasabi, cilantro, fern

I know it's a lot different than what you wrote. But it's a start. You try type in the 100% sure note in fragrance oil finder to search. Maybe it will comeback to you. ;)
And it looks delightful the scent you are describing.
