Alcohol Free Safe for EO?

Hi,

I'm making an aftershave and was hoping to to make one that is very low in alcohol.

I was planning to make it using a formulation very similar to the product below except using EO instead of FO.

The manufacturer claims their product is only 5% alcohol and that the only source of alcohol is from the witch hazel. In which case it would seem it is 1/3 WH and 2/3 water.

My question is whether this base is stable for EO or would I need a preservative.

Ingredients: Witch hazel, purified water, bay rum fragrance oil, and sandalwood fragrance oil

Since your ultimate goal is to sell, I'd be safe and preserve anything with water.
 
Thank you. The problem is I don't have a liquor license, so I can't ship a product usign grain alcohol. And I don't want to use something like denatured alcohol. Unless I'm missing something?
