Is it possible to make goats milk lotion?

Meaning substituting the water for the milk? I know you need to boil the water, so I'm thinking maybe 50%water and 50%milk?

Your Goat's Milk should not be more than 12% of your lotion ingredients - more than that and you risk over-powering your preservative... the rest of your liquid should be water...

Good luck and have fun....

I never go over 10% with additives such as milks, aloe, etc. These things are bug food and according to my research our preservatives are most efficacious at keeping these nasties at bay when the additive is used at 10% or less. HTH!
