Yes it's fine. It's just some combination of soap or soda ash (sodium carbonate, washing soda). If it bothers you, just rinse and lightly scrub the bar under running water until the ash washes away.
Yes, ash is alkaline (caustic). Soap is alkaline and so is soda ash. Things that are alkaline are not necessarily unsafe.
